Water ice, near-continuous sunlight on adjacent ridgelines, and stable communications geometry make a handful of south polar sites disproportionately valuable. Everything a lunar base needs is co-located in terrain measured in single-digit kilometres.

The Outer Space Treaty forbids territorial claims but permits safety zones around operations. Where sites are this scarce, a safety zone functions like a claim. Expect the first genuine lunar disputes to be zoning disputes.
